Start with the actual quote
Open the city you want to develop and check its next upgrade cost. Use your current Gold balance and the production figures relevant to that city. Guild Charters and other applicable bonuses can change what you pay or earn, so another ruler’s screenshot is a poor budget.
The City List offers +1, +5 and MAX upgrades. Those shortcuts save clicks; they do not choose an affordable campaign plan for you. When a batch is synchronizing, projected Gold is not the final confirmed balance. Let the operation finish before deciding what remains available.
A simple payback calculation
For a Gold-only comparison, divide the upgrade cost by the extra Gold earned per hour. In a fictional example, a 60,000-Gold upgrade that adds 2,000 Gold per hour takes 30 hours to earn back its price through that added production. These numbers illustrate the calculation, not a current city-level price.
Use the increase, not the city’s entire income. If the city already made 8,000 per hour and would make 10,000 afterward, the relevant difference is 2,000. Dividing by 10,000 would credit the upgrade for income you already had.
This calculation leaves out extra troop production, defensive value, Hero progress, further upgrades and the possibility of losing the city. It is a comparison tool, not a promised profit.
Ask how long you can hold the investment
A safe interior city and an exposed border city can have equally attractive production quotes. Their practical value differs if one can receive support quickly and the other is about to face an attack. Read incoming threats and reinforcement journeys before paying for the frontier.
City level does not increase the base defense of each soldier. A level upgrade also does not erase an existing wall-repair deadline. If the immediate problem is an empty garrison or damaged wall, inspect that problem directly instead of treating another level as its solution.
Budget the next few actions together
Write down the Gold needed for the upgrade, your planned skill-preset Apply, any gear combine and any charged batch action you intend to use. Compare their combined cost with your available reserve. Different systems use different prices: gear combines have fixed fees, while applying a saved skill preset costs one hour of raw regular-city Gold production.
Hero rewards do not finance an upgrade in advance. You must afford the upgrade first, and previously credited city levels do not award fresh Hero XP merely because they were rebuilt during the same season.
Choose the purchase that solves the next real constraint. If troops are travelling to a useful new position, it may be sensible to keep Gold unspent until their arrival shows what the kingdom needs.
